How do I make it?
  1. Mix together garlic, onions, capsicum, parsley, tomato, avocado and half the lemon juice, seasoning to taste.
  2. Heat water in a steamer or large pot, bringing to the boil.
  3. Season fish add rub with remaining lemon juice.
  4. Place into pot or steamer, cooking for 10 minutes.
  5. Serve fish immediately with salsa.
